Amaravati: Andhra Pradesh Cabinet has approved the country’s first comprehensive Circular Economy and Waste Recycling Policy (4.0) 2025–30.

The landmark policy, part of the Swarna Andhra 2047 Vision, aims to transform waste into wealth while boosting sustainability and economic growth.

Pioneering Waste-to-Wealth model

The policy features dual-tier infrastructure models, industrial symbiosis requirements, special task forces, and interactive economic dashboards. It also seeks to create large-scale opportunities for establishing MSMEs in waste recycling and circular economy ventures.

Information and Public Relations Minister Kolasu Parthasarathi said the Cabinet had thoroughly reviewed the growing challenges of industrial waste, sustainability needs, and potential economic opportunities before giving its nod.

Amaravati infrastructure push

Giving a major thrust to capital city development, the Cabinet sanctioned Rs. 904 crore for the Development Infrastructure Facilities Program. Tenders will be floated under the EPC mode with a seven-year operation and maintenance clause to build infrastructure in Land Pooling System (LPS) zones under the Critical Infrastructure and Investment Plan (CIIP).

The Cabinet, chaired by Chief Minister N Chandrababu Naidu, also approved the 19th Group of Ministers’ recommendations on land allocations in the CRDA region, authorizing the APCRDA Commissioner to take action in line with the Amaravati Land Allotment Rules, 2017, and Regulations, 2017.

Boost to Tourism projects

The Cabinet approved addendum provisions to the A.P. Tourism Land Allotment Policy 2024–29. The additions define eligibility for land allotment, land bank notifications, procedures for land allocation, evaluation of project reports, and timelines for tourism project implementation.

Language Commission renamed

In recognition of veteran leader Mandali Venkata Krishna Rao’s contribution, the Cabinet decided to rename the Official Language Commission as the Mandali Venkata Krishna Rao Official Language Commission.

Rao, who was instrumental in establishing the commission under the A.P. Official Language Act, 1966, played a key role in framing its objectives and policy direction. The renaming fulfills the assurance made by CM Naidu during Rao’s centenary celebrations earlier this month.

Land lease for TDP Office

The Cabinet ratified the lease of 2,954 square yards of municipal land in Guntur for the Telugu Desam Party (TDP) office. The lease, effective from July 30, 2017, is for 33 years at a nominal rent of Rs. 1,000 per acre, with an option to extend up to 99 years as per the 2016 Government Order.
