Hyderabad: BRS Working President KT Rama Rao (KTR) launched a blistering attack on Chief Minister A Revanth Reddy on Friday, alleging that the newly announced Hyderabad Industrial Lands Transformation Policy (HILTP) is a cover for what he termed “India’s biggest land scam.”

He claimed the Congress government is attempting to divert public land worth Rs 5 lakh crore into the hands of private groups close to the Chief Minister.

Policy branded a blueprint for corruption

Calling HILTP a “carefully crafted scam,” KTR said the policy is being presented as a progressive industrial land reform but is, in reality, a mechanism to convert thousands of acres of prime industrial land into multi-use real estate at nominal prices.

According to KTR, the government aims to regularise 9,292 acres located in major industrial zones such as Balanagar, Jeedimetla, Sanathnagar and Azamabad. With market prices ranging between Rs 40–Rs 50 crore per acre, the total land value is pegged at around Rs 4–Rs 5 lakh crore.

He accused the government of charging only 30% of the SRO value, which itself is “four to five times below market price.” “Even the SRO value isn’t being collected fully,” he said. “This scheme is designed to benefit middlemen, relatives, and real estate lobbies linked to the Chief Minister.”

‘Public land meant for industry, not private wealth’

KTR stressed that industrial lands were historically allotted at subsidised rates to encourage manufacturing and employment. Many were acquired from farmers years ago for public benefit.

“These lands cannot be gifted away for private profit,” he said, recalling that the previous BRS government had rejected similar proposals for that very reason. “Revanth Reddy is now doing exactly what we refused to do, turning public assets into private jackpots.”

Concerns over ‘Unusual Speed’ and pre-arranged deals

Pointing to the rapid timelines set under HILTP applications in seven days, approvals in seven days, and regularisation within 45 days, KTR questioned the government’s urgency.

“Why this hurry in a matter involving lakhs of crores?” he asked, alleging that individuals close to the Chief Minister had already entered into pre-arranged agreements even before the policy was approved.

‘Revanth Reddy becoming a Real Estate CM’

Escalating his criticism, KTR said the policy reflected the government’s growing dependence on land monetisation. “After Musi riverbed lands, Metro Rail lands, and University land issues, now 9,292 acres of industrial land are being targeted,” he said.

“HILTP has become an ATM for the Congress Party. Revanth Reddy is surrounded by land dealers, not administrators.”

Warning to developers: ‘All deals will be scrapped’

KTR issued a strong caution to developers and industrialists planning to purchase land under the new policy. “These transactions will not stand legal scrutiny,” he warned. “When the BRS returns to power, we will cancel these regularisations, recover the land, and launch a full investigation.”

Demand for immediate withdrawal of policy

Calling for HILTP’s complete rollback, KTR said that if the government was sincere, it would reclaim at least 50% of the land for public purposes and auction the remaining portion to maximise state revenue, a practice followed in major metros like Mumbai.

“Instead of strengthening the state treasury, Revanth Reddy is attempting a Rs 5 lakh crore daylight robbery,” KTR alleged, claiming that at least Rs 50,000 crore would personally benefit the Chief Minister and associates.

He appealed to the BJP to oppose the policy and urged citizens to stay vigilant against the “systematic looting” of Telangana’s public assets.
