Hyderabad: Retired IAS officer Shailendra Kumar Joshi has approached the Telangana High Court, praying to suspend the P.C. Ghose Commission report and halt all proceedings against him.

He cited procedural lapses and the denial of the opportunity to defend himself.

Petitioner challenges the Commission proceeding

Joshi, who served as Principal Secretary, Irrigation and Command Area during the BRS government, contends that the Commission only served summons without issuing a formal notice, and his spontaneous replies were recorded as an affidavit without giving him a chance to cross-examine specific allegations.

He added that during the inquiry, no specific charges were ever levelled against him, and he was never confronted with claims of improper involvement in project approvals, financial or technical decisions, or violations of Business Rules.

Highlighting decades of integrity and service

The retired IAS officer, who served in Andhra Pradesh and Telangana from 1984 until his retirement in 2019, including as Chief Secretary of Telangana, emphasized that he discharged his duties with utmost integrity and devotion over a career spanning more than 35 years.

Contesting government's decision for CBI probe

Joshi has also challenged the Telangana government’s CBII probe decision, calling it untenable.

High Court hearing awaited

The writ petition is scheduled to be heard soon before the Chief Justice Bench, which will decide whether to grant a stay on the operation of the Commission report and any ongoing proceedings against the petitioner.
