Amaravati: Chief Minister N Chandrababu Naidu announced that the establishment of Vision Action Plan Unit offices at district and constituency levels marks a formal launch of the ‘Swarna Andhra 2047’ vision.

He said that until now, MLAs had no dedicated government office at the constituency level, and that gap has now been filled through these units. Each unit will be staffed with a team of nine members, and Rs 10 lakh has been allocated per office for its operations.

Addressing MPs, MLAs, District Collectors and officials during a virtual inauguration from the State Secretariat, the Chief Minister called on them to drive the implementation of this vision forward. He described this initiative as a valuable opportunity for MLAs and encouraged them to make citizens active participants in the transformation journey.

Naidu interacted via video conference with public representatives and officials across the 26 districts and 175 constituencies. He assured that each Vision Action Plan Unit will function in full capacity with proper funding and staffing.

MLA to head constituency-level vision units

“Each constituency Vision Action Plan Unit will be chaired by the local MLA,” the chief minister explained. “A Special Officer will serve as Executive Vice-Chairperson. Other members will include the local MLC, Municipal/Urban Panchayat Chairperson, RDO/Sub-Collector, Tahsildar, MPDO, and Municipal Commissioner. The MPDO will act as the Convener. Each unit will comprise a 9-member team consisting of: 1 MLA, 1 District Nodal Officer, 1 Academic, 1 Young Professional, and 5 Vision Staff from the GSWS system.”

‘India to become 3rd largest economy in two years’

“We drafted this vision within the first year of taking office,” said the CM. “While Prime Minister Narendra Modi has laid out the national ‘Viksit Bharat 2047’ vision for India’s centenary of independence, Andhra Pradesh has aligned itself with a complementary 'Swarna Andhra 2047’ roadmap.”

“India, under PM Modi’s leadership, has already become the 4th largest economy. We are poised to become the 3rd largest in the next two years. Indians now lead the world in per capita income growth, and more than 30% of those top earners are Telugus. We must continue this trajectory and aim even higher,” he said.

‘Focused development through ten priority sectors’

To ensure holistic growth, the state has identified ten priority development sectors, which will receive focused attention:

1. Agriculture

2. Dairy, Fisheries, and Horticulture

3. Industries, Commerce, and Logistics

4. Services Sector & IT

5. Healthcare and Medical Infrastructure

6. Education and Skill Development

7. Environment and Natural Resource Management

8. Infrastructure – Roads, Water Projects, Housing

9. Urban and Rural Development

10. Governance Efficiency and Digital Governance

“These ten focus areas represent the broad canvas of our transformation agenda. Our goal is to make Andhra Pradesh a ‘Healthy, Wealthy, and Happy’ state,” the Chief Minister said.

“These ten pillars will shape every initiative we undertake, ensuring inclusive, technology-driven, and sustainable progress across sectors,” the Chief Minister asserted.

‘Balanced development across all districts’

“We’re delivering over 400 government services via WhatsApp Governance. Within two months, all services will be available through Mitra. The vision is being implemented at the state, district, constituency, and secretariat levels,” said Naidu. “Our ultimate goal is to make Andhra Pradesh a healthy, wealthy, and happy state.”

The CM explained that the Planning Department, GAD, ITE&C, RTGS, the Village/Ward Secretariat System, Finance, I&PR, and the CMO are working together to monitor and implement the Vision Action Plans. A 5-year roadmap has been developed for all 26 districts.

He emphasised that the state must not only pursue the long-term Swarna Andhra 2047 vision but also prepare a clear 4-year action plan.

‘15 Lakh ‘Golden Families’ to Be Adopted by August 15’

The CM revealed that MSME parks will be set up in each constituency and Ratan Tata Hubs in Amaravati. “We are focusing heavily on the services sector. As incomes grow, more welfare schemes can be implemented. Technology is being integrated into governance, which should be rooted in a humanitarian outlook.”

• Free bus travel from August 15

• Deepam scheme to offer direct benefit transfers

• Launch of Zero Poverty – P4 program

“Our goal is to ensure 15 lakh Golden Families are adopted by mentors by August 15. A referral system will be introduced, and officials who facilitate more mentor-families will be rewarded,” he said.

‘Polavaram delay due to diaphragm wall neglect’

“Had the diaphragm wall been protected during the previous government’s tenure, Polavaram would have been completed by now,” CM Naidu said. “Still, we aim to complete it by 2027. Amaravati will be completed by 2028. We are working to transform Visakhapatnam into a city on par with Mumbai. The Bhogapuram Airport will be operational by 2026. Projects such as Polavaram-Banakacharla linkage, Metro Rails in Visakhapatnam and Vijayawada, the Visakhapatnam Railway Zone, ports, and fishing harbours will be expedited.”

‘People’s trust restored within a year’

“We inherited financial challenges but are now putting all systems back on track. Of the 93 central schemes that were neglected, we’ve revived 78. We are instilling investor confidence. Despite difficulties, we’ve earned people’s trust within just a year. We’re mobilising all available funds for welfare and development. We aim for 15% growth and will execute detailed plans to achieve it,” he concluded.

Union Minister Ram Mohan Naidu to adopt 10 Golden Families

Union Minister Ram Mohan Naidu, who participated in the Vision Action Plan launch, announced that he would adopt 10 Golden Families under the P4–Zero Poverty initiative. CM Naidu appreciated his commitment and urged other public representatives to follow suit and become mentors. Ministers, MLAs, District Collectors, and senior officials also took part in the event.
