HC questions State govt delay in opening fully constructed 100-bed hospital in Alampur

Hyderabad: The Telangana High Court on Friday expressed concern over the inordinate delay in opening the 100-bedded fully constructed and equipped Government Hospital in Alampur.

The HC Division Bench, comprising Acting Chief Justice Sujoy Paul and Justice Renuka Yara, directed the government counsel to explain in two weeks the reasons for the delay in making the hospital operational.

The Acting CJ Sujoy Paul asked the government counsel, “A 100-bedded hospital has been constructed in Alampur, but the State government is not opening it, not providing staff and the equipment in the hospital is left unused. Why?”

18 months since hospital construction was completed

S Ramchandra Reddy, a social activist and a politician, a resident of Jogulamba Gadwal District, filed a PIL questioning the inaction of the Telangana Government despite repeated representations with a plea to open the ‘100-bedded hospital, fully equipped with infrastructure’ thereby depriving the people of Alampur constituency from getting access to medical aid.

The petitioner contended that it’s been 18 months since the government hospital was constructed, but was left defunct as the present Telangana Government is not taking a call to open it.

BRS initiated the construction

The then BRS government had sanctioned the hospital in the Alampur Constituency.

On September 14, 2021, the government sanctioned Rs 21 crore for its construction, and the then municipal administration minister laid the foundation stone at the market yard premises at Alampur Chowrasta.

The construction of the hospital was completed in October 2023, and now it's been more than 18 months since the hospital was completed and due to non-commencement of regular work in the hospital, it wears a deserted and abandoned look, paving the way for anti-social elements to use it for their purposes.

No other hospital is close by

The petitioner further contended that the State Government is showing indifference towards the people of Alampur, which is a reserved Constituency (SC) and is inhabited by marginalised communities, particularly Dalits and BCs, and this action of the State Government violates the fundamental right of a citizen, viz., right to medical facilities.

Except for this newly constructed hospital, there is no other hospital available in and around the Alampur Assembly Constituency, due to which the people of this constituency are forced to travel to Kurnool, Gadwal or Hyderabad to get proper medical aid, contended the counsel for the petitioner.

The Division Bench issued notices to the Principal Secretary to the Government Department of Health, Director, Telangana Medical Sciences Infrastructure Development Corporation, Director of Public Health and Family Welfare, District Collector, Jogulamba Gadwal district, DMHO, Jogulamba Gadwal, directing them to respond within two weeks.
