Hyderabad: Minister Ponguleti Srinivas said that the State government will construct permanent, uniform buildings for Tahsildar and Revenue Divisional Officer (RDO) offices across Telangana.
The Minister for Revenue, Housing, and Information and Public Relations revealed that currently most of these offices are in buildings which are on rent.
The government said that this ‘massive infrastructure overhaul for the Revenue Department’ is aimed at transitioning away from the ‘rented building culture’ that has long hindered administrative efficiency and public convenience.
A two-phase modernisation plan
The minister detailed a structured rollout to address the infrastructure deficit during a review meeting at the Secretariat:
- Immediate construction of 60 tahsildar offices and 5 RDO offices
- 170 Tahsildar and RDO offices need reconstruction as they are in dilapidated and unsafe structures
‘No compromise on modern amenities’
To ensure a professional and accessible environment, all new buildings will follow a uniform architectural design. These designs are currently being finalised in consultation with Chief Minister A Revanth Reddy.
The minister emphasised that while the construction will be cost-effective, there will be no compromise on quality or the provision of modern amenities for citizens.
“Government offices serving the public must function from dignified and permanent structures. It is our goal to ensure that the administration is both transparent and convenient for every citizen,” Ponguleti said.
‘Lack of foresight from previous govt’
During the review, the Minister criticised the previous administration’s approach to district reorganisation. He noted that:
- Mandals were reorganised without proper planning, sometimes leaving them split across multiple district jurisdictions.
- Many offices lacked basic infrastructure and adequate staffing, causing significant public hardship.
- Several Collectorate buildings were constructed in remote locations, making them difficult for the average citizen to access.
The current government, he said, has already begun sanctioning posts for newly created mandals to ensure these offices are fully operational and citizen-friendly.
Integrated registration hubs
The infrastructure push extends beyond Revenue offices to the Stamps and Registration Department. The government is moving toward ‘Integrated Complexes’ to streamline services.
1. Cluster Model: 39 Sub-Registrar offices within the Outer Ring Road (ORR) limits (Hyderabad, Rangareddy, Medchal-Malkajgiri and Sangareddy) have been grouped into 12 clusters.
2. Progress Update: Foundation stones have been laid at Gachibowli, Medchal-Malkajgiri and Patancheru. The Gachibowli facility is in its final stages and is expected to open within a few months.
