`No need to visit RTA offices for vehicle registration’: Telangana allows dealers to complete formalities

Hyderabad: Telangana government has waived the condition for vehicle owners to visit the Regional Transport Authority (RTA) offices for registration.
Under new norms, permanent registration will be completed directly at authorised vehicle dealerships. The decision was taken following directions issued by Chief Minister A Revanth Reddy during a review meeting with transport department officials recently.
Acting swiftly on the Chief Minister’s instructions, Transport Commissioner Ilambarti issued formal orders on Thursday to roll out the new system.
Permanent registration at dealerships
Under the revised procedure, buyers of new private vehicles can apply for permanent registration at the authorised dealer’s showroom itself.
The Transport Commissioner has directed officials to develop and deploy a dedicated software platform within 15 days to operationalise the reform across the state.
Earlier, vehicle buyers could obtain only temporary registration (TR) from dealers and were required to visit RTA offices for permanent registration.
This process often resulted in delays and complaints of harassment. The new system is aimed at improving transparency, efficiency, and ease of service.
Reason for developing new software
While permanent registrations are already being carried out at dealerships in several states through the central Vahan and Sarathi portals of the Ministry of Road Transport and Highways, officials said these platforms may take up to six months to become fully operational in Telangana.
To avoid further delay, the state government has decided to introduce a dedicated interim software solution.
Documents to be submitted by vehicle buyers
Applicants seeking permanent registration at authorised dealerships must upload the following documents:
Vehicle invoice
Form 21 (Sale Certificate)
Form 22 (Road Worthiness Certificate)
Valid insurance policy
Address proof of the buyer
Declaration stating ownership of no other vehicle
Scanned copies of the buyer’s photograph and signature
Photographs of engine number and chassis number
Any other documents prescribed by the Transport Department, if required
Scrutiny and Approval
Applications submitted through dealers will be examined by the Registering Authority or Additional Registering Authority. Based on compliance with norms, the application will be approved or rejected.
Once approved, the Registration Certificate (RC) will be dispatched to the vehicle owner through Speed Post.
Inspections and Oversight
Officials clarified that strict monitoring will continue. Vehicle Inspectors, RTOs, DTOs, JTCs and the Transport Commissioner are authorised to conduct inspections at authorised dealerships at any time to verify vehicle stock and ensure adherence to rules.
The reform is expected to significantly reduce congestion at RTA offices, curb irregularities, and provide faster, hassle-free registration services to new vehicle buyers across Telangana, officials said.
