Telangana govt steps up work on Rythu DISCOM, review meeting held at ASCI

Hyderabad: A key review meeting was held on Thursday at the Administrative Staff College of India (ASCI) to further strengthen the structure of the proposed Rythu Power Distribution Company (Rythu DISCOM), a flagship initiative of the Government of Telangana.

The focus of the meeting was on making the Rythu DISCOM comprehensive and sustainable to meet future requirements.

Formation and implementation

Senior officials of Rythu DISCOM, experts from the Energy Division of ASCI, and professionals with expertise in policy and management participated in the meeting and held in-depth discussions on strategic aspects related to the organisation’s formation.

Officials stated that the structuring of the organisation is being carried out strictly in accordance with the government’s objectives, policies, and directives.

The meeting primarily focused on the following key areas:

1. Asset Segregation: Discussions were held on identifying the assets to be transferred from existing power distribution companies to Rythu DISCOM, valuation processes and ensuring transparent mechanisms for asset division. The technical and financial implications were also reviewed.

2. Human Resource Structuring: Guidelines were discussed regarding allocation of employees, skill-based deployment, recruitment of required personnel, training programs and formulation of service rules.

3. Consumer Affairs: Deliberations were held on segregating agricultural, irrigation, water works and other relevant consumers and integrating them into Rythu DISCOM. The process of data consolidation, creation of an accurate consumer database and simplification of service delivery were also discussed.

4. Operational Framework: Focus was laid on designing the organisational structure, strengthening field-level implementation systems, enhancing technical support and improving transparency and efficiency in service delivery.

5. Guidelines and Governance: Clarity was achieved on policy frameworks, Standard Operating Procedures (SOPs), and delineation of responsibilities required for the smooth functioning of the organisation.

Asset segregation and hiring by April end

During the meeting, Chairman and Managing Director of Rythu DISCOM, Musharraf Faruqui, IAS, stated that necessary steps have already been initiated to complete asset segregation and human resource allocation by the end of this month.

He further added that all key processes, including consumer segregation, data integration and staff structuring, will be completed in a time-bound manner, enabling the organisation to commence full-fledged operations from June 2, the State Formation Day.
