Telangana HC asks state on lack of toilets in 2 Jogulamba Gadwal schools

Hyderabad: Telangana High Court has taken a suo motu notice of the non-availability of toilets at two schools in Jogulamba Gadwal district.
This follows letters written by a law student flagging the issue.
A division bench of Chief Justice Aparesh Kumar Singh and Justice Ghouse Meera Mohiuddin on Tuesday converted two letters dated September 24 and October 13, 2025, addressed by P. Rafi, a student of University College of Law, Osmania University, into a suo motu PIL.
The letters pointed out the absence of toilet facilities at the Zilla Parishad High School in Undavelli Mandal and Maldhakal Junior College in Jogulamba Gadwal district, causing severe hardship to students, particularly girls.
Letters highlight ground reality
In his representation, Rafi drew the court’s attention to the plight of nearly 400 girl students and about 20 teachers at the Zilla Parishad High School in Undavelli Mandal who are forced to manage without basic sanitation facilities.
He also highlighted that the construction of toilets at Maldhakal Junior College had commenced over two years ago, but was abruptly stalled due to non-payment of bills to the contractor.
The issue had earlier received prominence in the Telugu daily Eenadu on September 19, 2025, under the headline “Facing Inconvenience without Toilets,” prompting wider public concern.
Bench seeks government’s explanation
During the hearing, the court directed Additional Advocate General T. Rajnikanth Reddy to obtain instructions from the state government on the reasons for the inordinate delay in completing the construction works at Maldhakal Junior College.
The court sought clarity on why the project was halted midway and why pending payments to the contractor were not cleared, despite the urgent need for sanitation facilities in the institution.
CSR funds sanctioned, work still pending
Rafi’s second letter further stated that Member of Parliament Mallu Ravi had visited the school and reportedly sanctioned ₹1 crore under the Corporate Social Responsibility (CSR) scheme for completing the works.
However, despite the assurance and allocation, the construction remains incomplete.
Matter posted for further hearing
The High Court adjourned the matter for three weeks, directing the State Government to file its counter-affidavits explaining the delay and the steps proposed to address the issue.
