Hyderabad: Education, Irrigation and Communication are the three sectors built by Jawaharlal Nehru and an inspiration for me and my government’s development plan in Telangana, says Chief Minister A Revanth Reddy. He was speaking on the concluding day of the Telangana Rising Global Summit on Tuesday.

The mega summit ended with the release of the Telangana Rising Vision 2047 Document. A humanoid robot named ‘Ex-man’, which had enthralled the visitors during the summit, brought the Vision Document to the stage and presented it to CM Revanth.

The open ground was filled with the attendees of the summit, and the closing ceremony included prominent personalities such as Actor Nagarjuna and Chairperson of the Mahindra Group, Anand Mahindra.

What is Telangana Rising 2047 Vision?

‘Telangana Rising 2047’ is a vision document that paves the way for the future towards comprehensive, inclusive and sustainable development of the state over the next two decades, the government said.

The document is part of a larger effort to reinvent Telangana to compete with the world in the coming days, the CM declared.

“This is a road map that guides the future of the state,” CM Revanth said, releasing the Vision Document to the public.

He said that the ‘Telangana Rising 2047’ document has been formulated for the benefit of the future generations of the youngest state in the country.

The main objective of the Telangana Rising Document Vision is to grow the state into a $3 trillion economy by 2047, the CM said.

How was the document formulated?

The State government has prepared the Vision Document under the leadership of Chief Minister A Revanth Reddy, the government said.

It has given space to the opinions and aspirations of 4 crore Telangana people. Priority has been given to the advice of ministers of all departments, officials of all departments, intellectuals, experts from all fields, industrialists and representatives of social and voluntary organisations.

NITI Aayog played a key role in the preparation of this document. A professor from ISB (Indian School of Business) was involved in the preparation of the document.

The government has studied all the exemplary policies being followed by various countries and incorporated the same into the document through a series of consultations, countless hours of discussions, advice and suggestions from world-renowned personalities.

“Every chapter in it contributes to the progress and development of Telangana,” the CM said.

Competition with global standards

The CM said that the Vision document will help Telangana stand on par with other countries in terms of development and will make Telangana one of the most developed states in the country.

The document was created with the aspirations and opinions of nearly 4 lakh people from all districts across the state. As much as 65 per cent of the youth participated in shaping the future of Telangana.

Three-pronged approach to growth

Explaining the Vision Document, the CM said that the State government will focus on three pillars:

1. Economic Growth: Achieving a $3 trillion economy through innovation and productivity-driven growth.

2. Inclusive Development: Ensuring that the fruits of growth reach all sections of society, including youth, women, farmers and the disadvantaged.

3. Sustainable Development: Integrating sustainability into all sectors and achieving the goal of net-zero emissions by 2047.

“Advanced technology, new innovations, efficient financial resources and good governance will act as catalysts for this economic growth,” the CM said.

The Vision Document elaborated the three catalysts required for development as:

1. Technology and Innovation: In governance, industries and services

2. Efficient Financing: Creating innovative financial models to attract investments and fund projects.

3. Good Governance: Providing transparent, accountable and citizen-centric governance.

The milestone of achieving a $1 trillion economy by 2034 has been set, and the target is to reach one-tenth of Telangana’s share in the national GDP by 2047, the CM said.

The Vision Document is aimed at developing Telangana with world-class infrastructure, a destination for investment and a hub for innovation; to establish it as an ideal state that provides equal respect and equal opportunities to all communities.

What are CURE, PURE and RARE?

The Vision Document crucially mentions the three-zone development model of CURE-PURE-RARE for equal growth in all areas of the state.

The geographical area of Telangana is divided into three distinct, sector-wise zones. This approach lays the foundation for balanced regional development.




The aim is to achieve balanced, neighbourhood-based growth between Hyderabad city, its surrounding areas and rural areas beyond it.

Telangana has become the only state to have three zones based on development criteria. They will be categorised as:

1. CURE (Core Urban Region Economy)

Hyderabad City Area, within the 160 km Outer Ring Road (ORR), is a priority for service expansion. It will develop into a net-zero city. It will be a world-class knowledge and innovation hub.

2. PURE (Peri-Urban Region Economy)

The zone, between the Outer Ring Road (ORR) and the 360-km Regional Ring Road (RRR), will be a hub for manufacturing. Industrial clusters and logistics hubs will be set up here.

3. RARE (Rural Agriculture Region Economy)

This will be the area extending beyond the Regional Ring Road (RRR) and up to the state borders. It will be known for agriculture and the green economy. A special focus will be on agro-based industries.

10 key strategies to achieve Telangana Vision 2047

The document outlines 10 key strategies to achieve this vision:

1. 3-Zone State: CURE-PURE-RARE model for balanced development.

2. From discretion to policy: Investment attractiveness, transparency in governance. Promoting policy decisions.

3. Game-changer projects: Bharat Future City, Musi Rejuvenation, Dry Port, Greenfield Highway up to Bandar Port and Regional Ring Road. Projects like Ring Rail and Bullet Rail Corridors.

4. Effective governance: Governance with initiatives like Digital Government, T-Fibre and SPEED

5. Knowledge hub: Attracting world-class education and research institutions.

6. Sustainable welfare: Special focus on women, farmers and youth. Equal opportunities for all in health, education and livelihood.

7. Development funds: Establish a special fund to attract global investment in infrastructure projects.

8. Environment and sustainability: Reducing the risks of climate change. Prioritising environmental protection.

9. Culture: To preserve and promote the state’s rich cultural heritage, arts and tourism.

10. Of the people, for the people, by the people: Ensuring citizen participation in governance. Formulating policies that reflect their aspirations.
