Telangana govt issues new fee structure for medical, dental PG courses

Hyderabad: The Government of Telangana has issued guidelines for a new fee structure for postgraduate medical and dental courses in private unaided non-minority and minority institutions for the block period 2023-2026.

These guidelines, approved by the Telangana Admission and Fee Regulatory Committee (TAFRC), were issued via GO 107 by the Health, Medical and Family Welfare (HM&FW) Department.

Fee structure highlights

The fee structure for PG medical and dental courses has been categorised under three heads: Cat-A, Cat-B, and Cat-C.

ā€¢ Cat-A: Reserved for government quota seats, the fees range between Rs 1,70,000 and Rs 7,75,000 for clinical, para-clinical and non-clinical courses.

ā€¢ Cat-B: Under the management quota, the fees range from Rs 1,70,000 to Rs 24,00,000 depending on the course and college.

ā€¢ Cat-C: For NRI quota seats, the fee is capped at three times the fee charged under Cat-B.

Conditions for fee payment

The government has laid down specific conditions to regulate the fee collection process:

1. Annual Fee Payment: Tuition fees must be paid annually, either in a lump sum or in instalments, as per the institutionā€™s policy.

2. Bank Guarantee: Institutions may request a bank guarantee for the next academic yearā€™s fee.

3. Capitation Fee Prohibition: Colleges are strictly prohibited from charging any additional fees or capitation fees beyond the prescribed structure.

4. Stipend Equality: Institutions are mandated to pay stipends to students on par with government medical colleges, as per National Medical Commission regulations.

Enforcement of Rules

The order emphasised that institutions must utilise the fees collected for educational purposes only and for the benefit of the institution. Any diversion of funds for personal gain or profiteering will be considered a violation.

Fee structure for prominent colleges

The order includes specific fee details for major medical and dental colleges in the state:

ā€¢ Apollo Institute of Medical Sciences: Rs 1,70,000 (Cat-A); Rs 23,00,000 (Cat-B).

ā€¢ Bhaskar Medical College: Rs 7,50,000 (Cat-A); Rs 24,00,000 (Cat-B).

ā€¢ Deccan College of Medical Sciences: Rs 4,30,000 (Cat-A); Rs 5,30,000 (Cat-B).

ā€¢ Sri Balaji Dental College: Rs 5,50,000 (Cat-A); Rs 5,75,000 (Cat-B).

Implementation and oversight

The Directorate of Medical Education and KNR University of Health Sciences, Warangal, have been tasked with ensuring compliance with the new regulations. Strict action will be taken against institutions found charging unauthorised fees or violating the prescribed guidelines.

SAM Rizvi, secretary to the Government, stated, ā€œThese measures aim to bring transparency and affordability to medical and dental education in Telangana, ensuring that no undue financial burden is placed on students while maintaining the quality of education.ā€
