Amaravati: From IT to quantum computing, the Andhra Pradesh government went whole hog to build a digital governance ecosystem in 2025
The subtext of big-ticket reforms was to position Amaravati as a major future-ready technology hub.
A series of policy decisions, government orders, and institutional mechanisms were rolled out month-wise to attract large-scale investments, strengthen digital administration, and build advanced technology infrastructure.
January 2025: Quantum Valley Vision and Digital Foundations
The conceptualisation of Amaravati Quantum Valley was initiated, including the identification of institutional models, governance structures, and benchmarking with leading global quantum ecosystems. Preliminary consultations were held with the Capital Region Development Authority (CRDA) and line departments for land identification and infrastructure planning in the Amaravati Capital Region.
During the month, the Telecommunications Right of Way Rules, 2024, were enforced across the State, replacing the earlier AP RoW Guidelines, 2023. The Secretariat’s e-Office system was upgraded from Version 6 to Version 7, accompanied by a review and stabilisation of statewide video conferencing and digital communication infrastructure.
February 2025: Quantum Consultations and Citizen-Centric Governance
Structured consultations were initiated with IITs and institutions linked to thematic hubs under the National Quantum Mission, and a draft framework was prepared for developing quantum infrastructure, industry partnerships, and a talent ecosystem.
The government also launched WhatsApp Governance – Mana Mitra Phase-I, enabling the delivery of more than 150 citizen services. Additionally, a service integrator was selected for implementing a Comprehensive Examination Management System for State universities, with a project value of Rs. 44.87 crore.
March 2025: Task Force and e-Office Rollout
A Quantum Computing Task Force was constituted through G.O.Rt. No.20 dated March 18, 2025, to steer the State’s quantum roadmap. Inter-departmental coordination mechanisms were established among the ITE&C, CRDA, and Finance departments.
By the end of March, the e-Office Version 7 migration was completed across all 26 districts, along with digital governance process reviews aimed at further automation and system integration.
April 2025: DPR for Quantum Valley and Major IT Investments
Preparation of a Detailed Project Report (DPR) for Amaravati Quantum Valley was initiated, covering laboratories, cryogenic facilities, secure data infrastructure, and utilities. The government issued orders approving a TCS IT Campus with an investment of Rs. 1,370 crore and an employment potential of 12,000. The CCITEI was restructured to fast-track IT and electronics investment approvals, and operational guidelines were released for the Andhra Pradesh Innovation & Startup Policy 2024–29.
May 2025: Big-Ticket Manufacturing and Policy Rollouts
Government orders were issued approving investments for:
Sensorem Photonics India with Rs. 1,057 crore, and Daikin Airconditioning India Pvt. Ltd. expansion at Sri City with Rs. 2,475 crore investment and 5,150 jobs. Operational guidelines were also issued for multiple policies, including IT & GCC Policy, Semiconductor & Display Fab Policy, Data Centre Policy, and Electronics Manufacturing Policy, alongside strengthening single-desk investment facilitation mechanisms.
June 2025: State Quantum Mission and Digital Security
The Andhra Pradesh State Quantum Mission was constituted vide G.O.Ms No.19 dated June 8, 2025. A Quantum Curtain Raiser and Amaravati Quantum Valley State Workshop were organised to build stakeholder engagement. On the governance front, a Secretariat Gate Pass Application with Aadhaar-based authentication was launched, while enterprise backup, disaster recovery, and data protection systems at the State Data Centre were further strengthened.
July 2025: Quantum Centre Incorporated and IT Expansion
The Amaravati Quantum Computing Centre (AQCC) was formally incorporated through G.O.Ms No.25 dated July 13, 2025, with the Board also constituted. The government approved a Cognizant IT Campus involving an investment of Rs. 1,582.98 crore and employment for 8,000. GCC-focused investment promotion roadshows were conducted in Pune and Bengaluru, and land identification and trunk infrastructure planning commenced for approved IT campuses.
August 2025: Innovation Push and Policy Upgrades
The Ratan Tata Innovation Hub was inaugurated on August 20, 2025, with a hub-and-spoke model across the State. The government also launched Avishkarana Andhra to promote innovation and entrepreneurship. Several government orders were issued approving projects by ANSR Global Corporation, Sattva Developers, BVM Energy, Sify Infinit Spaces, and Phenom People. The Electronics Component Manufacturing Policy (4.0) 2025–30 and the AP LIFT Policy were also notified.
September 2025: IBM Quantum Approval and Global Outreach
A government order was issued approving the installation of an IBM Quantum Computer. The AQCC building was sanctioned with a built-up area of 45,000 sq. ft. for Rs. 104 crore. The State hosted the 28th National Conference on e-Governance in Visakhapatnam and conducted international investment roadshows in London, Taipei, Singapore, and Seoul.
October 2025: Mega Data Centre Projects and Global Partnerships
The government approved a Raiden Infotech India Pvt. Ltd. data centre project with a massive investment of Rs. 87,520 crore, and cleared Imaginnovate Techsolutions (India) Pvt. Ltd. with Rs. 140 crore investment and 2,600 jobs. An MoU with Google was signed for hyperscale data centre and cloud ecosystem development. IT, GCC, and Data Centre Advisory Councils were formally constituted, and coordination was initiated for power augmentation, renewable integration, and fibre connectivity.
November 2025: MoUs, Policies, and Investment Surge
The 30th CII Partnership Summit was organised in Visakhapatnam. Government orders were issued for multiple companies, including SCIC Ventures, Visakha Realty, Indichip Semiconductors, K Raheja Corp, and Fluentgrid. A total of 52 MoUs were signed, with an investment potential of Rs. 1.22 lakh crore and employment potential of 2.32 lakh. The Quantum Computing Policy and Neighbourhood Workspace Policy were also issued.
December 2025: Policy Implementation and Digital Tracking
Government orders were issued approving projects by CIPSA TEC India, Nonrel Technologies, ACN Healthcare RCM Services, and Sree Tammina Software Solutions. Seven companies were approved under the Quantum Computing Policy. The government launched the IT Investment Tracking Portal, IT InfraConnect Portal, and Lead Tracker Portal to improve transparency and monitoring. A final government order was issued for land allotment to Raiden Infotech for the Google Data Centre project, marking a significant milestone in the State’s digital and technology-driven growth agenda.
