The police said that M Kumar from Anakapalle received a call from Manchukonda Pandari who claimed to be a circle inspector. Pandari then told Kumar to shave his head off which made the latter suspicious and he lodged a complaint.
According to the police, Pandari, a school dropout, had been living as a shepherd with his family. He later obtained a high-end smartphone on which he would watch various programmes. Soon, an obsession with hairstyles began to take shape in his head which eventually made him jealous of other menās hair.
After obtaining the numbers of some of these men through the internet, he would call them and demand that they trim or tonsure their hair off and would ask them to send him pictures as proof. So far he had done this to eight persons.
After Kumar lodged a complaint, the police traced the calls, identified Pandariās location, and arrested him.
He was brought to Anakapalle and was produced in court. He was remanded to judicial custody.
Cases under various Sections of 419, 506 and others of IPC and IT Act were registered against him.
