Hyderabad: Chief Minister A Revanth Reddy has intensified preparations for the state’s future, setting a strict December 6 deadline for the finalisation of the policy document for the ‘Telangana Rising - 2047’ and simultaneously unveiling a strategic plan to attract global investments.

“The Telangana government is going to dedicate the lessons learned from past experiences to the nation as a policy document for future generations,” he said.

We will strengthen the state’s economy by providing job opportunities to our youth from leading companies in the world, he added.

Telangana Rising Global Summit

The Telangana State Government has decided to invite national and international representatives to the Telangana Rising Global Summit, scheduled to be held at Bharat Future City on December 8 and 9.

CM Reddy will personally meet and invite Prime Minister Narendra Modi, Opposition Leader Rahul Gandhi, and AICC President Mallikarjun Kharge.

The State government will also extend invitations to Union Ministers, Chief Ministers of all states, industrial giants, prominent economists, sportspersons, media personalities, diplomats, and experts from various sectors. Invitations will be delivered by state ministers and senior officials, corresponding to the stature of the invitees.

“China, Japan, South Korea and Singapore are our role models. We will compete with them,” he said and added that Andhra Pradesh, Tamil Nadu and other states are not the competition.

We have attracted direct investment from abroad, he said.

Preventing policy paralysis

The Chief Minister, who also unveiled the summit’s invitation card, stressed that the primary goal of the plan, which learns from past experiences, is to attract global giants to the state.

He emphasised the necessity of transparent policies to prevent ‘policy paralysis’ and drive robust development towards the state’s goal of becoming a $3 trillion economy by 2047.

“We are involving millions of people in the vision document. We are preparing the document in collaboration with organisations like NITI Aayog, ISB, etc., so that each aspect of the plan is built properly,” the CM said.

Vision document finalisation

CM Reddy has established a high-pressure, non-negotiable schedule for administrative wings to complete the strategic blueprint:

November 30 — December 1: Thorough discussion and study of all departmental aspects within the draft vision document.

Submission of a comprehensive review

December 3 and 4: Rigorous review, necessary amendments and preparation of the final draft.

December 6: The Telangana Rising Vision 2047 document must be fully comprehensively prepared and finalised.

The CM stressed that all departmental officials must dedicate themselves full-time to this crucial exercise.

Regional segmentation and infrastructure boost

Speaking about sustainable development, the CM said, “We are trying to make Hyderabad a pollution-free city. Metropolitan cities are currently facing a pollution crisis.”

To facilitate planned governance and balanced growth, CM Revanth announced a new, structured administrative segmentation for the state’s regions:

1. Core Urban Region (CUR): The area inside the Outer Ring Road (ORR). This will fall under planned governance. We are transforming the core urban region into a service sector, the CM said.

2. Peri-Urban Region (PUR): The area inside the Regional Ring Road (RRR) but outside the ORR. The Regional Ring Road will be 360 km long.

3. Rural Agriculture Region (RAR): The region beyond the Regional Ring Road (RRR).

Aid to farmers and food safety

The CM said the government is drawing up plans keeping in mind all the communities in Telangana. We are producing more food grains than the country needs, but we are unable to provide nutritional food, he said.

“Even though education is available to all, quality education and technical education are not available,” the CM said and added that the government will bring international educational institutions to the state and create a knowledge hub.

Infrastructure for economic strength

“We have strengthened the Telangana economy by attracting investments through highway, port and airport connectivity,” CM Revanth said that the government will make farmers partners in the economic development of the state.

To significantly strengthen the state’s economy, the CM announced major infrastructure initiatives:

- Four new airports: The government plans to establish four new airports across the state. “We are going to bring airports in Warangal, Adilabad, Kothagudem, and Ramagundam,” the CM said.

- Greenfield expressway connectivity: The Peri-Urban Region (PUR) will be connected to the Machilipatnam port via Greenfield Expressways. This connectivity is expected to significantly boost the state’s logistics and economic system.

The Chief Minister concluded by announcing that the countdown for this new phase of development begins tomorrow. The government is prioritising this vision document as the strategic blueprint that will guide the state’s development for the next few decades.

Special invitation committee formed for Telangana Rising Global Summit

A dedicated invitation committee will be appointed to manage the process. This committee will:

- Establish a special website.

- Confirm who has been invited and by whom.

- Confirm the attendance of the invitees.

- Arrange suitable accommodations and liaison officers (senior officials) for the attendees.

The Invitation Committee will be coordinated by Government Special Chief Secretary Sabyasachi Ghosh. The Chief Minister will monitor all invitation details through a special dashboard.

Special Chief Secretary Jayesh Ranjan informed that invitations have already been sent to 4,500 delegates from various fields, and 1,000 of them have already confirmed their attendance.

The policy will be the core focus of the upcoming Telangana Rising Global Summit on December 8 and 9. We are inviting many dignitaries to the summit. We have set up a war room under the leadership of Deputy CM Mallu Bhatti Vikramarka in Praja Bhavan.
