Hyderabad: Rachakonda Police have booked former collector of Ranga Reddy district Amoy Kumar and former BRS MLA from Ibrahimpatnam Manchireddy Kishan Reddy for threatening and using castest slurs against the chairperson of Ibrahimpatnam Municipality.

Ibrahimpatnam Municipal Chairperson Kappari Sravanthi alleged that Manchireddy took ₹2.5 crores for the municipal chairperson election. She alleged that due to her refusal to allow the alienation of municipality lands, the ex-MLA bore a grudge against her. Collector Amoy Kumar allegedly called her to his office and threatened to suspend her.

Facts of the case

Kappari Sravanthi belongs to Budaga Jangalu Caste and her father-in-law Kappari Laxmaiah was a Sarpanch of Ibrahimpatam

In December 2019, the Telangana Election Commission issued a notification for conducting Municipal elections. MLA Manchireddy Kishan Reddy approached them and offered the chairperson position to Sravanthi. In lieu, he demanded Rs 3 crore.

“Though we did not have sound financial background, to maintain the political legacy, my father-in-law agreed to pay Rs 2.5 crore to ML.A. We borrowed money from the private financiers and paid Rs 2.5 crore to the MLA. The MLA had assured us that he would not create hurdles in our term. That election was conducted and Telangana Rastra Samithi (TRS) won 16 out of 24 wards,” she said.

Even though she belongs to Schedule Caste, she was elected from the general ward 22. After winning the election, TRS counselors unanimously elected her as chairperson of Ibrahimpatan Municipality.

She had taken charge as chairperson for Ibrahimpatan Municipality on January 27, 2020.

“The MLA used to harass me mentally with his abusive words and actions. Other counsellors in collusion with MLA and son Prasanth Reddy had started alienating the Garm Panchayat and municipality lands. From that day, MLA and other counselors developed a personal grudge against me. MLA Manchireddy Kishan Reddy had several times insulted me,” she said.

Her statement

“He asked me not to question about the alienation of municipality lands. He said If he wishes, he can remove me from the post at any point in time. He started demanding Rs 5 lakh every month which I refused,” she said.

On the instructions of the MLA, 14 counselors made false and baseless allegations against her. Based on the allegation, Collector Ranga Reddy issued a show-cause notice on June 14, 2022.

She replied to the notice on June 22m 2022. Later the MLA pressured her to apply for 6 months' leave and handed over the charge to Vice-chairperson Akula Yadagiri.

It is an open fact that MLA and his son Prasanth Reddy had taken Rs 2 crore from the vice-chairman to make him chairperson of the Ibrahimpatan Municipality.

The MLA had also ordered municipal commissioner Mohd. Yousuf to allot a separate chamber to the Vice-chairman by vacating the T.P.O room, Md. Yousuf had several times pressurized her to apply for leave. When she resisted, he started insulting her in public. Collector Amoy Kumar called her to the Hyderabad Collectorate office on July 5, 2022, and started pressurizing her to apply for leave, otherwise, he would suspend her.

Amoy Kumar allegedly said that low-caste people should not fight with upper-caste members.

She requested to take necessary action against Manchireddy Kishan Reddy, Manchireddy Prasanth Reddy, Amoy Kumar, and Md. Yousuf for harassing her and insulting her in the name of cast besides pressurizing go on leave for 3 months.

Police have registered under section 3 (1) (r) (s) of the SC/ST POA Act and 504,506 IPC.
