DGP Shivadhar Reddy’s appointment row ends: Telangana HC closes challenge to appointment

Hyderabad: The Telangana High Court on Friday dismissed as withdrawn a writ appeal challenging the appointment of B Shivadhar Reddy, IPS, as Director General of Police (Head of Police Force) for the state.

The petitioner, T Dhangopal Rao, appearing in person, sought withdrawal of his appeal in light of recent directions issued by the Supreme Court on the matter.

What is the case about?

Rao informed the court that the Supreme Court, in an order passed on Thursday, had directed the Union Public Service Commission to commence the process of appointing a regular DGP (HoPF) for Telangana within four weeks from February 5.

The apex court also permitted Shivadhar Reddy to continue in his capacity as temporary DGP until the UPSC completes the appointment of a regular incumbent.

The writ appeal had sought suspension of the appointment order in GO 1339 dated September 26, 2025, by which B Shivadhar Reddy, IPS, was designated as DGP (HoPF).

The petitioner had contested the appointment on the ground that the state’s selection of a temporary DGP contravened the Supreme Court’s judgment in the Prakash Singh case.

Earlier, Justice Pulla Karthik, while adjudicating the original writ petition filed by Dhangopal Rao, had dismissed IA No 5 of 2025, which sought suspension of the government order affecting the appointment.

After hearing the petitioner’s submissions on Friday, a Division Bench comprising Justice Sam Koshy and Justice Narsing Rao dismissed the writ appeal as withdrawn.

With the dismissal of the writ appeal and the interlocutory application, and in view of the Supreme Court’s directive for completion of the regular appointment process within the stipulated timeframe, the matter now stands closed in the Telangana High Court.
