ECI stated in its report that KCR has violated Model Code of Conduct and called to explain his stand on April 18
By Kaniza Garari Published on 17 April 2024 4:50 AM GMTHyderabad: The Election Commission of India has summoned Bharat Rashtra Samithi (BRS) president K Chandrashekar Rao on April 18 for allegedly violating the Model Code of Conduct (MCC).
He has been asked to report at 11 am and explain his ‘stand in respect of the remarks’ against the Congress party.
G Niranjan, senior vice-president of Telangana Pradesh Congress Committee on April 6th complained against the KCR to ECI.
The complaint was regarding the use of alleged vulgar language, derogatory remarks, and objectionable allegations against the Congress party in a rally on April 5 at Rajanna Sircilla district.
These remarks in the Election rally violate the Model Code of Conduct which is in force in the state for the Lok Sabha elections observed ECI.
What did the commission find?
After the complaint by G Niranjan, the commission asked the district election officer to file a report and they found that KCR said:
· A Congressman told us to sell Nirods and papads for survival. Are they sons of dogs? Who are they to ask us to sell Nirods and papads?
· The situation has occurred because ‘Lathkhors’ who are not aware of the capacity of water ruling the kingdom while the incompetent ‘Chavat Daddhams’ are in the kingdom
· Your government is the government of Lathkhors. You won by 1.8 percent votes by spreading lies
· It means that you are Pakka Chavatas, Daddammas, Chetakani Chavatas (you are useless fellow)
· Second… if you fail to give a five hundred bonus, we will bite your throats and kill
Observations of the Commission
The commission stated that in the ‘general conduct’ of the ‘Model Code of Conduct’ political parties must criticize policies and programs, records, and work.
· Parties and candidates must refrain from criticizing private life not connected with public life.
· Criticism of parties on unverified allegations and distortions must be avoided.
· KCR is not only the president of BRS but also the former chief minister of Telangana state and it is expected of him to follow the Model Code of Conduct.
· The remarks by KCR have the propensity to malign the image of opposition parties.
· It also disturbs the level playing field and ongoing election process in Telangana.
KCR warned earlier too by ECI
On two instances in the past KCR has been warned by the ECI for violating the provisions of the Model Code of Conduct.
· KCR had been warned earlier on May 17, 2019, at a public address in Karimnagar. ECI had then asked him to be careful and adhere to the provisions of the Model Code of Conduct.
· ECI also issued an advisory on November 24, 2023, in connection with his speech on October 30, 2023, at 30- Banswada during the Legislative Assembly elections to follow the Model Code of Conduct in letter and spirit.
Bharat Rashtra Samithi is yet to respond to ECI notice and when they do we will update the story.
