From GHMC expansion to Bharat Future City: 10 key decisions in 2025 shaping Hyderabad’s next growth phase

Hyderabad: Ten decisions by Chief Minister A Revanth Reddy in 2025 have been towards transforming Hyderabad into a global destination.

These decisions are largely centred around urban sustainability, infrastructure expansion and aggressive land protection. At the same time, the government said its vision includes developing the city in different directions so that the issues of pollution, water crisis and environmental crisis in concentrated sectors do not arise.

Here’s a look at these 10 decisions by the CM Revanth-led Congress government in 2025:

1. Bharat Future City

Envisioned as India’s first net-zero city, this fourth unit of the Hyderabad cluster (after Hyderabad, Secunderabad and Cyberabad) is being developed on the outskirts. It is designed to be a global hub for AI, technology and sustainable urban living.

The decisions taken for the new city include pollution-free zones, cleanliness and re-organisation of police commissionerates and the appointment of IAS officers for each zone.

2. Expansion of HYDRAA

The creation and empowerment of the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) has been a cornerstone of 2025. It has successfully reclaimed government lands worth Rs 30,000 crore and cleared encroachments from 20 lakes and 13 parks to prevent urban flooding.

3. Musi River Rejuvenation Project

Drawing inspiration from the London and Dubai riverfront models, this Rs 4,000 crore initiative aims to transform the Musi River into a clean, scenic economic corridor. The project includes 17 new flyovers, a metro/monorail link and the development of the ‘Gandhi Sarovar’ at Bapu Ghat.

4. Expansion of GHMC

In a major administrative overhaul, 27 urban local bodies were merged with the Greater Hyderabad Municipal Corporation (GHMC). This move turned it into the largest municipal body in India, aimed at ensuring uniform development and better service delivery across the sprawling metro area. The GHMC earlier had 150 wards, and now it has 300 wards. The geographic areas have increased to 2,000 sq km.

5. Metro Rail Phase-II (Part B)

CM Revanth greenlit the preparation of Detailed Project Reports (DPRs) for two critical corridors: Paradise–Medchal (23 km) and JBS–Shamirpet (22 km). A key innovation here is the proposal for double-decker elevated structures combining Metro lines with road viaducts.

6. The ‘Cure, Pure and Rare’ economic model

Introduced at the Telangana Rising Global Summit 2025, this strategy aims to boost Hyderabad’s economy by specialising zones for manufacturing, services and high-tech R&D, positioning the city to contribute to a $3 trillion state economy goal by 2047.

7. Global investment milestones

Under the CM’s leadership, the Global Summit 2025 secured investment commitments of over Rs 5.75 lakh crore through 50+ MoUs, the government declared. These investments focus on making Hyderabad a leader in green energy, semiconductors and the creative arts.

8. Young India Schools and Sports University

To modernise the city’s social infrastructure, the government launched Young India Integrated Residential Schools and the Young India Physical Education and Sports University (managed in collaboration with the Korean National Sports University) to groom world-class talent.

9. Regional Ring Road (RRR) and Rail

Pushing beyond the Outer Ring Road (ORR), the CM prioritised the Regional Ring Road and a Regional Ring Rail. This decision is meant to decongest the city centre by creating new satellite hubs and improving connectivity with neighbouring districts.

10. Restoration of Osmania General Hospital

Addressing a long-standing healthcare crisis, the government approved a Rs 2,700 crore plan to build a state-of-the-art medical facility on a 27-acre site, preserving the heritage of the original building while providing modern healthcare for the poor.

These decisions are expected to change Hyderabad as it gets positioned as one of the cities for knowledge, employment and amicable living conditions.
