GHMC 2.0 explained: 3 municipal corporations, 300 wards, new administrative setup

Hyderabad: In a major administrative overhaul, the Telangana government has finalised the head offices and notified a fresh demarcation of zones, circles and wards for the three civic bodies carved out of the Greater Hyderabad Municipal Corporation (GHMC).

The restructuring creates two new corporations, the Cyberabad Municipal Corporation (CMC) and the Malkajgiri Municipal Corporation (MMC), alongside the existing GHMC, to decentralise governance and improve civic service delivery across the rapidly expanding metropolitan region.

Why was the restructuring needed?

The move follows a massive geographical expansion of Hyderabad’s civic limits.

In December last year, 27 surrounding municipalities were merged into the Greater Hyderabad civic framework. As a result:

- The city’s geographical spread increased from 650 sq km to 2,053 sq km

- Hyderabad effectively transformed into a megacity

- Administrative workload and service demands rose sharply

To manage this scale efficiently, the government opted to split the civic administration into three corporations.

How is the new civic structure organised?

After delimitation and restructuring:

Total Wards: 300

Total Circles: 60

Three Municipal Corporations:

- Greater Hyderabad Municipal Corporation (GHMC)

- Cyberabad Municipal Corporation (CMC)

- Malkajgiri Municipal Corporation (MMC)

Each corporation now has clearly defined zones and circles to ensure closer monitoring and faster civic response.

The government has appointed senior IAS officers to head the three corporations:

RV Karnan (2012 batch IAS) – GHMC Commissioner

G Srijana (2013 batch IAS) – CMC Commissioner

T Vinay Krishna Reddy (2013 batch IAS) – MMC Commissioner

All three officers assumed charge on Wednesday.

What is the objective behind the reorganisation?

According to officials, the restructuring aims to:

- Decentralise administrative powers

- Improve civic service delivery

- Strengthen ward-level accountability

- Enhance coordination in rapidly growing urban clusters

- Enable quicker response to local issues

What changes for citizens?

With dedicated headquarters and clearly demarcated jurisdictions:

- Civic issues may see faster redressal

- Ward-level monitoring is expected to improve

- IT, industrial, suburban and core city regions will receive focused governance

- Infrastructure delivery could become more streamlined

The three corporations are expected to begin full-fledged operations with a sharper focus on local governance, infrastructure development and citizen services across the Hyderabad metropolitan region.
