No more RTO visits: Telangana to deliver DL, RC cards at citizens’ doorsteps
The reform comes against the backdrop of persistent delays, with applicants often waiting weeks or even months to receive their cards

Hyderabad: The Telangana government has cleared a new system to centrally print and directly dispatch Driving Licence (DL) and Registration Certificate (RC) cards to citizens at their doorstep, in a move aimed at streamlining services and eliminating delays.
Chief Minister A. Revanth Reddy has approved the proposal, Transport Department officials said.
Centralised printing system
At present, DL and RC cards are printed and dispatched from 61 Regional Transport Office (RTO) units across the state.
Under the new mechanism, a centralised printing and dispatch system will be introduced, with all cards produced at a single facility and sent directly to vehicle owners.
Officials say this will significantly cut delays and improve overall efficiency.
Delays, agents trigger reform
The reform comes against the backdrop of persistent delays, with applicants often waiting weeks or even months to receive their cards.
Inspections in the past have found hundreds of DL and RC cards lying with agents instead of reaching rightful owners. Many applicants, when approaching RTO offices, were told their cards had already been dispatched.
This has forced several citizens to file police complaints and apply for duplicate documents.
The new system is designed to eliminate intermediaries and ensure direct, transparent delivery to citizens.
Large volume of documents
The state handles a massive volume of transport documents annually:
About 47 lakh driving licences
Nearly 9.9 lakh vehicle registrations
Together, around 14–15 lakh cards are issued every year.
Centralisation is expected to streamline processing and distribution at this scale.
Funding through user charges
The Transport Department generates ₹6,700–₹6,900 crore annually through taxes and fees, including over ₹135 crore in user charges.
Sources said the Chief Minister has agreed to utilise these user charges to support the implementation of the new system.
