Telangana forms third DISCOM TGRPDCL to streamline power supply for farmers

Hyderabad: In a major reform in the power sector, the Telangana Government has constituted a third power distribution company (DISCOM) to manage electricity supply exclusively to the agricultural and allied sectors.

The newly established Telangana Rythu Power Distribution Company Limited (TGRPDCL) aims to ensure focused administration, improved efficiency and reliable power services for farmers across the state.

The GOs issued on Wednesday formalised the creation of TGRPDCL, making it the third DISCOM in Telangana alongside the existing Southern Power Distribution Company of Telangana Limited (TGSPDCL) and Northern Power Distribution Company of Telangana Limited (TGNPDCL).

Exclusive DISCOM for agriculture and water supply

As part of the restructuring, all agricultural electricity connections in the state will be brought under the jurisdiction of TGRPDCL. In addition, the new company will oversee power supply to:

- Lift Irrigation Schemes

- CPWS / Mission Bhagiratha water supply systems

- Hyderabad Metropolitan Water Supply & Sewerage Board (HMWSSB) connections

- Municipal water supply connections under the LT VI-B category

The registered office of TGRPDCL will function from the B Block of the TGSPDCL Corporate Office premises in Hyderabad.

Key responsibilities of TGRPDCL

The new DISCOM will be responsible for:

1. Expansion of power supply to the agricultural and water supply sectors

2. Procurement of electricity as per the allocated Power Purchase Agreement (PPA) share

3. Release of new agricultural service connections

4. Operation and maintenance of DTRs and LT lines under its control

5. Metering and accounting of power consumption for Lift Irrigation, CPWS, and HMWSSB through DTR and consumer metering

6. Regulatory compliance and statutory filings

The restructuring is aimed at improving accountability in power consumption, especially in high-demand segments like irrigation and bulk water supply.

Leadership and administrative setup of TGRPDCL

The Government has appointed senior IAS officer Musharraf Faruqui as Chairman and Managing Director of TGRPDCL. He previously served as CMD of TGSPDCL.

The Board of Directors will include V Tirupati Reddy, P Krishna Reddy, V Mohan Rao, and Dr N Narasimhulu, who are currently serving as Directors in the existing DISCOMs.

To operationalise the new entity, the Government has directed that officers and staff be arranged through deputation, direct recruitment or outsourcing as required.










Focused governance for better farmer services

With the formation of TGRPDCL, the State Government aims to ensure specialised management of agricultural power supply, better monitoring of consumption, and improved service delivery to farmers.

Officials said the move is expected to enhance efficiency, strengthen infrastructure and provide more reliable electricity support to Telangana’s farming community.
