Telangana HC pulls up police board for declaring results of constable posts

Hyderabad: The Telangana High Court took fault with the TSLPRB (Telangana State Level Police Recruitment Board) for declaring the results for the recruitment of the 5,010 stipendiary cadet trainee SCT police constable posts. This decision to announce results went against the Telangana chief justice court orders not to declare the results, on July 21, 2023.

A division bench, comprising Chief Justice Alok Aradhe and Justice NV Shravan Kumar, expressed their displeasure towards Rama Rao, a special government pleader, appearing for the TSLPRB.

ā€œWe are disappointed with your conduct. We remind the government of the order passed by this High Court earlier. Although, the government had agreed with the order it later went ahead and declared the results,ā€ they said.

Further, the CJ said that this matter is sub judice before the court and the court does not approve the conduct of the TSLPRB in declaring the results during the pendency of the petition and in all fairness, the TSLPRB ought to have sought leave of the court before declaring the results.

As the TSLPRB has already declared the results, the CJ court directed the chairman of TSLPRB to keep 20 posts OF SCTPCs (police constable posts) vacant.

Further, the court directed the TSLPRB to go ahead with the selection process viz., certification verification, antecedent verification and issuance of appointment orders.

The division bench was adjudicating the writ petition by Chimata Karunakar from Velmagudem, Peddavoora mandal of Nalgonda district and 19 other candidates, hailing from various districts of the Telangana State, aggrieved by the action of the TSLPRB in issuing the notification on April 25, 2023, for the recruitment of 5010 SCTPCs contrary to the Presidential order.

The petitioners contend that as per the Presidential Order, the entire state has been classified as Contiguous District Cadre-l and Contiguous District Cadre-ll and several areas are included in each of the cadres.

Moreover, when the entire state has been classified as such if the petitioners are falling in one particular district cadre, then they are entitled to compete against all the posts notified in that Contiguous District Cadre, but the TSLPRB in its notification created compartments within the districts, which are not permissible as per the Presidential Order.

The petitionersā€™ plea before the court is to direct the TSLPRB to consider their case in the entire Contiguous District without confining their selection to the ratio specified in the notification.
