Telangana HC stays 85% quota in PG medical seats for local students

Hyderabad: Telangana High Court on Friday stayed the state government’s amendment reserving 85% of management quota seats in postgraduate medical and dental courses for local students.
The decision offered temporary relief to non-local aspirants awaiting admission.
Court calls policy change ‘Rule Shift Midway’
A Division Bench of Chief Justice Aparesh Kumar Singh and Justice Ghouse Meera Mohiuddin stayed the operation of G.O.Ms. No. 200 and 201 issued on November 3, 2025.
The court noted that altering the admission structure after the process had begun “amounts to changing the rules of the game mid-way,” and ruled that the amended orders cannot be applied to the 2025–26 academic cycle.
Challenge filed by Non-Local Students
The order was passed on a writ petition filed by students from Karnataka, Andhra Pradesh, Rajasthan, and other states.
They argued that reducing the All India share to just 15% in management quota seats across aided and unaided institutions was arbitrary and exclusionary.
Supreme Court precedent cited
Counsel for the petitioners submitted that the amended quota violated constitutional guarantees of equal opportunity and ignored the Supreme Court’s ruling in State of Maharashtra (2005) 6 SCC 537, which stresses the need to maintain a fair balance between regional preference and national access in professional medical education.
Relief limited to the current year
The Bench stated that while the State may justify its policy during the final hearing, there is prima facie merit in the petitioners’ arguments, warranting a temporary halt. The stay will continue until further examination of the policy.
The matter has been adjourned to January 19, 2026.
