Hyderabad: Following the protests by the TSRTC employees at the Raj Bhavan, governor Tamilisai Soundararajan sought clarifications from the state government on the draft TSRTC (Absorption of Employees into Government Service) Bill, 2023.

The governor’s office released a communique stating clarifications on the total number of permanent and temporary employees in TSRTC, listed under their respective depots and other categories. She also asked for details about the proposed legal regulations for non-permanent TSRTC employees.

Based on the interactions with the employees and the memoranda received from them, here are the following clarifications the governor has asked from the state government.

Government of India’s nod: The governor asked the state government if the Centre to the 30% stake. If so, she asked that a copy of the same be provided.

Number of permanent and temporary employees: The governor’s office has asked for the total number of permanent employees, and the rest working under contract, casual, or on any other basis. They must be listed under their respective depots and other categories.

Mechanism for non-permanent employees: The governor has asked for details about the proposed legal rules and regulations concerning non-permanent employees.

Handling of corporation’s assets: Since the government has stated that the corporation will continue to exist as its own legal entity, the governor asked the state government to explain what will happen to the movable and immovable properties of the corporation. Referring to the lands and buildings belonging to the corporation, the state government was asked to clarify if the government would take over any of those properties, if at all.

Authority to operate buses: “Who will be responsible for operating the buses?” One of the clarifications sought by the governor’s office from the state government. If the employees are going to be absorbed as government servants, the governor wanted to know who will be responsible for controlling their functioning and assigning duties for running the fleet. Additionally, the corporation's role in this regard was asked to be elaborated, focusing on the interests of the employees and daily commuters.

Employee status and arrangements: The state government was asked to clarify if the employees, once absorbed into government service, will continue to work in the corporation on deputation or any other similar arrangements.

The state government has been urged to provide the necessary clarifications on the aforementioned points at the earliest as these clarifications will enable the governor to make an informed decision regarding the Telangana State Road Transport Corporation (Absorption of Employees into Government Service) Bill.
