TGRERA bans bookings, sales and marketing of plots of ASTA Meadows project in Ameenpur

Hyderabad: The Telangana Real Estate Regulatory Authority (TGRERA) has imposed an immediate ban on all bookings, sales and marketing of plots in the ‘ASTA Meadows’ real estate project at Ameenpur, Sangareddy district, citing an ongoing dispute over prior agreements of sale.

The interim order was passed by a bench comprising Chairperson Dr N Satyanarayana, IAS (Retd.), and Members K Srinivasa Rao and Laxmi Narayana Jannu in Complaint No. 695/2025 filed by RR Ventures.

Dispute over plotted development

The complaint was filed under Section 31 of the Real Estate (Regulation and Development) Act, 2016, alleging that the developers violated RERA provisions by proposing to alienate plotted land that was already under a subsisting agreement of sale.

According to the complainant, lands in multiple survey numbers at Ameenpur, classified as inam lands for which Occupancy Rights Certificates (ORCs) had been granted, were purchased by VBHC Hyderabad Value Homes Pvt. Ltd. between 2015 and 2017.

These lands were earlier covered by a layout application made to the Hyderabad Metropolitan Development Authority (HMDA).

Agreement of sale and payments

The complainant stated that an Agreement of Sale was executed on March 23, 2017, for the sale of 46,645.64 square yards across 275 plots, at a rate of Rs 15,000 per square yard.

It was claimed that a total amount of Rs 6.15 crore was paid to the developer through cheques and cash between 2017 and 2018.

Following HMDA’s draft layout approval in May 2018, the developer allegedly expressed its inability to undertake development due to financial constraints, leading to further arrangements involving a third party.

However, those agreements were later cancelled and the complainant asserted that no third party retained rights over the land.

Litigation and alleged suppression of facts

The lands and layout approvals were subsequently embroiled in multiple writ petitions before the High Court, including challenges to the ORCs and layout permissions.

Though the High Court disposed of the matters in June 2023, certain portions were remanded for fresh consideration and layout proceedings were kept in abeyance to that extent.

The complainant further alleged that the developer, after changing its name to VSMA Hyderabad Propex Pvt. Ltd., obtained a modified layout approval for the project branded as ‘ASTA Meadows’ by suppressing the existence of the earlier Agreement of Sale, thereby causing financial loss and hardship.

Interim relief and RERA’s view

Seeking interim protection, the complainant requested TGRERA to restrain the respondents from alienating the plots during the pendency of the proceedings.

The Authority noted that it had earlier issued oral directions on December 9, 2025, restraining sales and bookings, as the matter was under adjudication.

Despite this, the complainant alleged continued sales activity, prompting TG RERA to pass a formal interim order.

Sales and marketing strictly prohibited

Observing that alienation of the disputed plots would prejudice the rights of the parties and expose unsuspecting third parties to risk, TGRERA held that such actions would defeat the very purpose of adjudication under the Act.

Accordingly, the Authority directed that the respondents shall not undertake any booking, sale, alienation, advertisement, marketing or invitation to the public regarding the plots concerned in the ‘ASTA Meadows’ project until further orders.

The matter has been posted for further hearing on February 17.
