TGRERA fines Haris Pranava Builders, Whistling Meadows developers for violations, puts names on blacklist
The action comes following multiple complaints from homebuyers regarding construction deficiencies and project non-registration

Hyderabad: The Telangana Real Estate Regulatory Authority (TGRERA) has imposed penalties on two Hyderabad-based builder groups for serious violations of the Real Estate (Regulation and Development) Act, 2016.
The action comes following multiple complaints from homebuyers regarding construction deficiencies and project non-registration.
Rs 7.68 lakh fine on Haris Pranava Builders
In the first case, TGRERA has directed Haris Pranava Builders, operating out of Madhapur, to pay a penalty of Rs 7.68 lakh and resolve issues of water seepage in their Pranava Elite residential project at Miyapur.
The authority instructed the builder to carry out the repairs at no cost to the allottees and complete the work within 30 days.
The penalty followed a complaint filed by Sai Baba, president of the Pranava Elite Association, highlighting multiple violations, including non-construction of a security/watchman room as per approved building plans, lack of dedicated power transformers and generator backup, inadequate parking arrangements and use of poor-quality construction materials
TGRERA chairman N Satyanarayana found merit in the complaint and stated that the builder had clearly contravened RERA provisions.
Whistling Meadows developers fined Rs 21.08 lakh
In the second case, a cumulative penalty of Rs 21.08 lakh was imposed on three developers, Kapstone Properties (Nizampet), BNR Townships (Udityal, Ranga Reddy district) and Bolla Srinivas Rao (Dwaraka Tirumala, West Godavari), for failing to register their project Whistling Meadows with TGRERA.
Complainants Sunchu Santhosh Babu and Sunkara Kiran Kumar approached the authority, stating that despite signing Memorandums of Understanding (MoUs) and paying advance amounts, the developers did not register or allot plots as promised.
They demanded refunds of Rs 10 lakh and Rs 12.80 lakh respectively, with interest at 9 per cent plus an additional 2 per cent as per SBIās MCLR rate.
TGRERA ruled in favour of the buyers and instructed the developers to refund the entire amount with applicable interest within 30 days.
Developers blacklisted on TGRERA portal
As part of its disciplinary action, TGRERA publicly named Kakarla Srinivas, Chairman and Managing Director of Kapstone Properties, as an individual defaulter. His name and photograph have been displayed prominently on the TGRERA portal.
Additionally, Kapstone Infra, Jayathri Infra and Jaya Group have also been listed as defaulting entities for violating RERA norms.
RERA authority sends a strong message to builders
With these actions, TGRERA has reiterated its commitment to upholding transparency and accountability in the real estate sector. The authority has warned that further violations will attract stricter penalties and possible criminal proceedings.
Buyers have been encouraged to verify project registration details and builder compliance status on the TGRERA portal before entering into any agreements.
