TGRERA halts unauthorised works at Vasavi MPM Grand in Ameerpet after buyer complaints

Hyderabad: TGRERA has restrained multiple promoters from continuing unauthorised construction or alterations in the Vasavi MPM Grand/MPM Grand in Yellareddyguda, Ameerpet.

The orders to stop the work were issued to promoters of Vasavi Nirmaan Private Limited, MPM Ventures Pvt Ltd and Vasavi MPM Grand Flat Unit Owners Maintenance Mutually Aided Cooperative Society Limited, a commercial complex at Yellareddyguda, Ameerpet, through a common interim order

The authority passed the order while hearing a batch of complaints filed by several allottees alleging large-scale deviations from sanctioned plans and denial of common amenities.

Multiple complaints clubbed

The interim order was delivered by a quorum comprising Dr N Satyanarayana, IAS (Retd.), Chairperson, and Members K Srinivasa Rao and Laxmi Narayana Jannu.

Telangana Real Estate Regulatory Authority clubbed eight complaints (Nos. 236, 288, 345, 346, 361, 399 and 401 of 2025) as they arise from the same project, involve common respondents and raise similar issues. The project consists of Block A and Block B, constructed with GHMC permissions and registered under TGRERA.

'Serious deviations from sanctioned plans'

Across the complaints, the allottees alleged that the developers undertook construction in clear violation of approved GHMC plans.

The allegations include:

- Non-provision of internal corridors on several floors.

- Demolition, alteration or conversion of common washrooms into commercial spaces.

- Modification of approved entrances and exits.

- Erection of unauthorised ramps and mezzanine floors.

- Blocking and alteration of common access and circulation areas.

- Installation of unauthorised commercial signboards in common spaces.

- Changes impacting fire safety norms, setbacks and circulation routes.

Amenities are incomplete despite Occupancy Certificate

The complainants contended that although an Occupancy Certificate (OC) was obtained, several essential works remained incomplete, rendering the units commercially unviable. Alleged deficiencies include:

- Non-provision of power supply, power backup, water and sewerage connections.

- Incomplete flooring, ceilings, shutters and internal utilities.

- Poor maintenance of lifts and common services.

Parking irregularities and encroachments

Parking-related grievances were repeatedly raised, including allegations that:

- Cellar parking areas were converted into office or commercial spaces.

- Parking slots were sold in excess of the approved numbers.

- Setback areas were used for unauthorised parking.

- Parking and amenities of Block A were used by Block B occupants.

- Fire tender movement zones were obstructed.

- Common areas and corpus funds were not handed over

Allottees also alleged that despite collecting corpus and advance maintenance charges, the respondents failed to:

- Hand over common areas to the Association of Allottees.

- Transfer or disclose details of corpus funds.

- Facilitate the formation and functioning of the Association of Allottees.

- Respondents failed to file replies

TGRERA noted that despite repeated opportunities, the respondents failed to file their counter-affidavits and continued to seek adjournments.

Observing that the allottees could not be subjected to prolonged hardship, the authority held that a prima facie case was made out and that the balance of convenience lay in favour of the complainants.

Interim directions issued

Invoking powers under Section 36 of the Real Estate (Regulation and Development) Act, 2016, TGRERA issued the following interim directions:

- No further unauthorised construction, alteration or demolition contrary to sanctioned plans.

- Common washrooms must be maintained strictly as per approved plans.

- Areas earmarked for washrooms shall not be alienated, converted or blocked and unrestricted access must be ensured at all times.

- Immediate facilitation of the formation of the Association of Allottees, if not already constituted.

- Handover of common areas to the Association of Allottees without delay.

Order to remain in force

The interim directions will remain operative until further orders. The respondents have been directed to file their counters by the next hearing, failing which the matters will proceed ex parte.

The batch of complaints has been posted for further hearing on January 23, 2026.
